Video increasing latecy, eventually stops (outgoing)

Having a recurring problem with the application and video calls.
There's recently been a situation where video performance gradually degrades during a VC, eventually stopping outbound video from being sent altogether.

It's noticeable that the initial frame rate in 'selfview' seems to be lower, even before starting a call.  During a call, the longer the call lasts, the more latency there seems to be between my movements and the video that my PC is transmitting, to the point where eventually the 'selfview' freezes and to the other participants my video vanishes and I appear to be an audio-only caller.

Build Details:
OS - Windows 10 Enterprise - Build 1809
Bluejeans via Windows Application Version 2.10.263.0
Hardware:
HP ZBook - 16GB RAM / Core i7 CPU
Camera - Microsoft Lifecam Studio / Builtin Camera (behaviour same with both)
Audio - Logitech H340 USB Headset
