No Participant video

What would be a cause / solution for a remote participant not transmitting video over their LAN. Audio is fine and in control center I can see the video setting look fine except the frame rate (FPS) for that participant is stuck at 7fps and on my end all I see is a black screen. I had the participant switch his wifi off and jump on the cellular network and it worked fine.. Seems something is blocking video transmission on his LAN..
