It depends on what you mean by "VOIP" we use Blue Jeans from India, China and Dubai Succesfully.

The rules around VOIP in those regions are somewhat different.

For example SIP / H323 is acceptable in India, what is not acceptable is transferring calles from one PSTN POP to another using VOIP - i.e. receiving a call in Bangalore and routing outbound via Mombai using a SIP gateway.

China doesnt have such rules / laws - it is just a highly congested and DNS poisoned area which causes poor ( but not impossible ) video calls, however our VOIP traffic works perfectly well.

Dubai just requires you to route via a local gateway much like India, so while we cannot use our own voip provider ( you can lease from certified vendors ) we simply have an egress point in country that allows it to use the local countries PSTN network, that being said making a video call in Dubai and any other UAE country does indeed work and the legalities over SIP are Grey enough to not really cause an issue.
